Step 1

Confirm your importer of record status.

Pull any CF-7501 customs entry summary from the period February 2025 through February 2026. Your company name should appear in the IOR field. If it does not, the refund belongs to whoever is listed there.

Ask your customs broker: "Am I listed as the importer of record on my entries from 2025?"

If you use a customs broker, you are almost certainly the IOR. Brokers file on your behalf.

Step 2

Identify your countries of origin.

Review your purchase orders or supplier list. If you imported from China, Canada, Mexico, or any country subject to the April 2025 reciprocal tariffs, your entries are potentially affected. See the full country list.

If 100% of your imports came from countries not subject to IEEPA tariffs during this period, you are unlikely to have recoverable exposure.

Step 3

Check for HTS codes 9903.01 or 9903.02.

This is the most definitive check. If your entry summaries contain tariff lines under these headings, you paid IEEPA duties. There are three ways to verify:

  1. Ask your broker -- one question, one minute: "Do my 2025 entries include HTS codes starting with 9903.01 or 9903.02?"
  2. Check your ACE portal -- run the ES-003 report and filter by HTS prefix 9903
  3. Review CF-7501 forms -- look for Chapter 99 line items

Step 4

Estimate your import volume.

Calculate your total declared value for imports from affected countries during February 2025 through February 2026. This determines your approximate exposure range and helps identify the most appropriate recovery path.

Your customs broker or accounting team can provide this figure. It appears on your CF-7501 forms as the declared goods value.
